Peggy was born on January 31, 1950, in Miles City, Montana, to William "Bill" Bagley and Sylvia "Yvonne" (Richmond) Bagley. She spent her childhood growing up in Marmarth, North Dakota. Peggy attended grade school through eighth grade in Marmarth before graduating from Baker High School in Baker, Montana.
